Jessica R. Rogers is an Associate in the Firm’s Energy & Utilities Practice Group, where she represents major electric and gas utilities in state and federal regulatory and transactional matters before the Pennsylvania Public Utility Commission (PA PUC) and Federal Energy Regulatory Commission (FERC). She has represented clients in a variety of matters including: base rate proceedings, purchased gas cost proceedings, transmission siting projects, FERC litigation, and water and wastewater acquisitions.

• Plan and litigate FERC cases in all procedural stages; particularly oil and natural gas pipeline issues, including representing oil pipelines in cost of service and market-based rate proceedings, complaints, and petitions for declaratory order.
• Appear on behalf of natural gas distribution companies, electric distribution companies, and water utilities before the Pennsylvania Public Utility Commission on a variety of regulatory issues from planning stages through appellate process and implementation.
• Appeared before the Surface Transportation Board on behalf of a products pipeline in a shipper dispute.
• Work closely with company personnel including accountants, engineers, and customer service representatives to prepare filings, testimony, and to understand client operations and goals.
• Assist clients in research, preparation, implementation, and litigation responding to new legislation and existing regulatory compliance requirements.
