Jessica R. Rogers is an Associate in the Firm’s Energy & Utilities Practice Group, where she represents major electric and gas utilities in state and federal regulatory and transactional matters before the Pennsylvania Public Utility Commission (PA PUC) and Federal Energy Regulatory Commission (FERC). She has represented clients in a variety of matters including: base rate proceedings, purchased gas cost proceedings, transmission siting projects, FERC litigation, and water and wastewater acquisitions.
Ms. Rogers counsels clients in compliance matters and provides multijurisdictional research on a variety of topics including rate of return, rate structure, and alternative ratemaking mechanisms; detailed reviews of FERC-regulated pipeline tariffs; review and counsel on pending and newly enacted legislation; and legal research on discrete operational questions. She has also represented and counseled clients regarding formal complaints, Act 11 implementation, litigation for midstream pipeline companies, and abandonment of service proceedings, and has provided contract review for unregulated entities and real estate counsel.
Ms. Roger's professional experience includes serving as a Base Operations Supervisor and Logistics Coordinator for a multi-national oil and gas company on Sakhalin Island, Russia.

- Plan and litigate FERC cases in all procedural stages; particularly oil and natural gas pipeline issues, including representing oil pipelines in cost of service and market-based rate proceedings, complaints, and petitions for declaratory order.
- Appear on behalf of natural gas distribution companies, electric distribution companies, and water utilities before the Pennsylvania Public Utility Commission on a variety of regulatory issues from planning stages through appellate process and implementation.
- Appeared before the Surface Transportation Board on behalf of a products pipeline in a shipper dispute.
