Cynthia A. Haines Joins Post & Schell's Health Care Practice Group As Principal

HARRISBURG, PA – March 24, 2015 – Post & Schell, P.C. is pleased to announce that Cynthia A. Haines has joined the Firm as a Principal in its Health Care Practice Group, resident in the Firm’s Harrisburg, PA Office. Ms. Haines will work with the Firm’s institutional health care provider clients, including: hospitals; health systems; home and community-based providers; LIFE programs; pharmacies enrolled in the PACE Program; and post-acute care clients, on state and federal health law and related litigation, regulatory, and compliance issues.

Ms. Haines joins the Firm from the Commonwealth of Pennsylvania (PA), where she served in various legal roles over 22 years. Most recently, she served as Department Counsel in the Commonwealth’s Department of Aging, where she provided legal counsel and representation to the executive agency with approximately $1 billion in state and federal funding for programs for senior citizens in PA. Ms. Haines reviewed and counseled the Commonwealth on major legislation impacting the Department, including providing significant input on proposed revisions to the Older Adults Protective Services Act and providing counsel throughout the implementation of the Adult Protective Act, which expands protective services to include adults with a disability who are under 60 years old.

Additionally, Ms. Haines served as the Department of Aging’s Right to Know Law Legal Liaison, and Pennsylvania’s Older Americans Act Legal Services Developer. She also represented the Department before the Office of Open Records, Civil Service Commission, the Equal Employment Opportunities Commission, the PA Human Rights Commission, the Bureau of Hearings and Appeals and Commonwealth Court.

Her skill and acumen are valuable additions to our Health Care Group, and the Firm overall.”

Prior to the PA Department of Aging, Ms. Haines served as the Director, Office of Market Analysis and Education, in the Commonwealth’s Department of Insurance, where she oversaw the Department’s two divisions responsible for Market Analysis and Consumer Liaison (education, outreach, public policy and legislative review). She also worked for over 10 years in PA’s Department of Public Welfare as an Assistant Legal Counsel, and helped defend the Commonwealth in an unprecedented class action suit brought against several agencies for early intervention services for children.

Ms. Haines is a 1994 graduate of the Widener University School of Law, and holds a Bachelor of Science degree from Muhlenberg College. She is a continuing legal education instructor on Protective Services, confidentiality, aging services, ethics and other topics impacting elder law practice; and trained in mediation by the Governor’s Office of General Counsel.
