Former Chief Counsel for the PA Department of Drug and Alcohol Programs Joins Post & Schell's Health Care Practice Group as Principal

Harrisburg, PA – March 5, 2019 – Post & Schell, P.C. is pleased to announce that Tawny K. Mummah has joined the Firm as a Principal in its Health Care Practice Group, resident in its Harrisburg, PA office. Ms. Mummah most recently served as the Chief Counsel for Pennsylvania’s Department of Drug and Alcohol Programs (DDAP) and is a 20 year veteran of Pennsylvania’s Office of General Counsel.

Ms. Mummah will provide counsel and representation to Post & Schell’s health care provider clients in matters related to facility regulation, Medicare/Medicaid, state and federal compliance, fraud and abuse, and related state and federal investigations. These include hospitals and health systems, post-acute and long-term care facilities, and behavioral health providers, including drug/alcohol addiction treatment facilities.

Ms. Mummah served as Chief Counsel for DDAP since 2014 and prior to that, served as Deputy General Counsel from 2012 until 2014. During her time as Deputy General Counsel, she was counsel to DDAP, the Patient Safety Authority, and the Board of Pardons. In addition, she was a member of the litigation practice group and served as liaison counsel to the Department of Health, Department of Military and Veterans Affairs, and the Department of Insurance.

She also served as Department Counsel for the Pennsylvania Department of Insurance for nearly ten years. During her tenure, she was responsible for handling litigation on behalf of the Medical Care Availability and Reduction of Error Fund (Mcare), before the Pennsylvania Supreme Court and the Commonwealth Court of Pennsylvania. In addition, she provided advice and counsel to Mcare concerning agency functions such as policy decisions, statutory coverage determinations and all aspects of medical malpractice claims handling. From 1999 until 2002, she served as Assistant Counsel to Mcare’s predecessor, the Medical Professional Liability Catastrophe Loss Fund.

Ms. Mummah is a 1998 graduate of Widener University School of Law in Harrisburg and holds her BA degree in Political Science from Marshall University.
